The United Nations has described the human rights condition in Haiti as "catastrophic." After years of dictatorship, the government is ill-equipped to address increasing problems of gang rivalry, drug trafficking, and corruption in areas of law enforcement. Eighty percent of the Haitian population lives below the poverty line, and many Haitians attempt to escape these dire situations by migrating to nearby countries.
